As an initial matter I'm curious where the quote came from?

One always hopes that the nature of political discourse will change from the current zero-sum game to the type of dialogue Mr. Clinton suggests. However, "raucous" arguments are "raucous" because no one is listening to the other side. Perhaps the first thing we should seek is for both sides to be quiet and listen.
